OVERVIEW

Oxnard is known among designers as one of the most difficult cities to permit ADUs across Southern California.  This is for a number of reasons:

  • Difficult to communicate with City Development Dept. due to lack of staffing and limited counter hours

  • Long plan review times with the Building and Safety Dept.

  • Strict technical requirements for architectural plans

Aside from the aforementioned drawbacks, Oxnard is the most ADU-friendly city in Ventura County.  In particular, Oxnard's Planning Dept. allows ADU builds beyond state-mandated requirements (for example, 1,200 sqft ADUs, 25' height limits in some zones).

FREQUENTLY ASKED QUESTIONS

  • Can I build an ADU on my property?
If your property is zoned for any kind of residential use, you can build an ADU.
  • What is the maximum size of ADU I can build?
The City of Oxnard allows ADUs up to 1,200 square feet. You could potentially create an ADU larger than 1,200 square feet if you convert an existing legal structure that is larger than 1,200 sqft into an ADU.
  • Are there parking requirements associated with building an ADU?
In most cases, no. Depending on your property's proximity to public transportation, you may not need to provide off-street parking for your ADU. If your property is within .5 miles from public transportation (such as a bus stop), there is no parking requirement for your ADU. You can use Google to look up your address and then view nearby bus stops and their proximity to your property.
  • Am I required to replace any lost parking on my property due to loss of an existing garage?
You may convert an existing garage into an ADU, or demolish an existing garage to build an ADU; in either case you are not required to replace the lost parking for your main dwelling.
  • Can I build a 2-story ADU, or an ADU above my house/garage?
Yes. The building height limit is 25 feet in many zones of Oxnard. Even if your zoning doesn't allow building to 25 feet in height, the State of California allows for a minimum ADU height of 18 feet if your property is within .5 miles of public transportation. If your height limit is between 18 to 25 feet, you can build a 2 story ADU, or a 2nd-story ADU on top of your existing house or garage. If your property is not within .5 miles of public transit, your height limit is 16 feet and you can only build a 1-story ADU.
